Dr. Carter Coberley is the Chief Information Officer and Vice President of Business Intelligence of Consortium Health Plans, a data driven market intelligence company that aggregates and analyzes data for more than 20 Blue Cross Blue Shield Plans across the nation. His team focuses on aligning technology and analytic innovations with the business needs of the Blue Cross Blue Shield system to help grow their business and deliver more value to Blue Cross Blue Shield customers.

Prior to joining Consortium Health Plans, Dr. Coberley served as the Vice President of Informatics and the Center for Health Research at Healthways Inc., the world’s leading and largest provider of health and care support services. In that role he was responsible for creating the outcomes research and analytics strategy for the organization, building a team of highly specialized healthcare analytics researchers and business intelligence experts, and creating a healthcare outcomes data warehouse that his team leveraged to improve healthcare outcomes and demonstrate the value of care support for clinical quality improvement and cost savings.

Under his leadership the department of Informatics was ultimately transformed into the Center for Health Research, one of the leading healthcare analytics teams in the industry. His team’s mission focused on leveraging healthcare information technology and advanced analytics to better understand and optimize healthcare outcomes and quality of care. This diverse and highly skilled team produced more than 20 peer reviewed publications and marketing white papers in the first 24 months of its inception.

Dr. Coberley began his career at Gene Logic, Inc. leading several teams that conceptualized, developed, and marketed some of the most sophisticated biomedical analytics systems in the world. These awardwinning systems are being sold internationally to the biomedical and pharmaceutical industries and are marketed in more than 32 countries by corporations such as GE Healthcare Systems.

Dr. Coberley is recognized across the nation as an expert in advanced healthcare analytics and outcomes research. He is first author of numerous peer reviewed publications in the fields of public health, healthcare analytics, applied statistics, bioinformatics, and data mining. He is also co-inventor of several pending U.S. Patents related to unique large-scale data mining algorithms and high volume data analytics techniques for analyzing the human genome.

Dr. Coberley received his Ph.D. in Biomedical Sciences with a specialization in Bioinformatics from the College of Medicine at the University of Florida, and his bachelor’s degree in Microbiology from Oregon State University.
