Earl is a consulting actuary in the Tampa office of Milliman. He joined the firm in 1984.

He has assisted clients with strategic planning, operational reviews, contract negotiations, and statistical analysis and reporting. He has extensive experience with pricing, product design, and reserving.

Earl also as experience and expertise in: short-term and long-term strategic planning; managed care plan operations for the commercial and government markets; Medicare contracting for private health plans; Provider contract design and negotiations, including the development of risk-sharing strategies between plans and providers; benefit design; and experience reviews and benchmarking.

Before joining Milliman, Earl was chief of the HMO Branch of HCFA's Office of the Actuary.
