The Inpatient Prospective Payment System Fiscal Year 2011 hospital reimbursement rate has been increased by 2.35 percent, and reflects a market basket increase of 2.6 percent for inflation, according to the Centers for Medicare & Medicaid Services, which issued its final rule that set fiscal year (FY) 2011 policies and payment rates for inpatient services in acute care hospitals.

But the bad news is that the final rule reduces the 2.6 percent inflation update by 0.25 percent, as required by the Affordable Care Act and CMS said it will apply a “documentation and coding” adjustment of -2.9 percent because a law passed in 2007, that requires CMS to recoup the entire amount of FY 2008 and 2009 excess spending due to changes in hospital coding practices no later than FY 2012.

The final regulations adopted by CMS contains many other many key changes related to hospital reimbursement in the fiscal year ahead which begins October 1, 2010. Changes include the new provisions of the recently enacted Patient Protection and Affordable Care Act (the health reform law) and other legislation.
