Consumer-driven health plans (CDHPs) continue to be considered the solution to reducing healthcare costs and the roles of the uninsured in the nation. The belief is that individuals enrolled in CDHPs are more likely to be actively managing their health and making healthcare decisions than individuals in more traditional arrangements.
The Bush administration is touting the value of CDHPs, particularly the Health Savings Account (HSA). Even CMS has gotten onto the CDHP bandwagon by conducting a CDHP Medicare demonstration with medical savings accounts (MSAs).
Over the past several years there has been a dramatic increase in consumer directed healthcare programs. A combination of regulatory changes, economic imperatives, and market innovation have resulted in new options being offered. Still, there remain questions and concerns about consumer driven healthcare. Although some politicians and insurance plans believe that the future of healthcare is with CDHPs, other more traditional options remain available to employers and individuals. Currently, there are an estimated 8 million Americans in Consumer Driven Health Plans, compared to about 170 million in other private plans.
Will employers turn to CDHPs in greater numbers to shift costs and responsibility for healthcare coverage onto the employee?
