Michael Carter is a Vice President in the Philadelphia Headquarters of the Hay Group, a worldwide Human Resources consulting firm. Mr. Carter is the Health and Welfare Consulting Practice Director for the Philadelphia region and has over 25 years experience consulting on  medical benefits design and cost containment to a broad range of clients in both the public and private sector.

In the 1980’s, he was a pioneer in the area of Employer Financial Incentives for Wellness, and continues to consult in this area. He presents frequently on this subject including at the 2005, 2006 and 2007 WorldatWork annual conferences. He also had a cover story article on this subject in the June 2005 edition of WorldatWork’s workspan magazine.

He is quoted frequently on medical cost containment issues, most recently in the Philadelphia Inquirer, New York Times and PBS’ Nightly Business Report.  He is the author of numerous articles as well as benefit chapters in four books.
